Under direction, assists in managing IT systems, including the design, development, installation, operation, and maintenance of hardware, software, and communications networks, as well as manages the maintenance, development, and implementation of computer applications for distributed and centralized processing systems, and performs related duties as required.
Positions assigned to this classification are excluded from bargaining union representation based on supervisory, managerial, or confidential authority requirements within the labor relations act.
ESSENTIAL DUTIES
Supervises the development and modification of new computer, user, and operating systems to meet the information and operational needs of the department
Directs staff engaged in the review and analysis of business operations and the development of new or enhanced computer systems
Manages and oversees the preparation of detailed and confidential program documentation for future reference
Monitors the testing, installation, and implementation of new and existing software and hardware systems (e.g., servers, network devices, web-based applications)
Serves as a project supervisor, overseeing staff and work operations and assists in assuring the quality, functionality, connectivity, and compatibility of the department's computer software and hardware equipment
Oversees the modification, governance, and/or maintenance of existing programs and databases to conform to business requirements or systems changes
Supervises staff by providing technical advice and training to staff and vendors engaged in the development, maintenance, and enhancement of computer systems
Ensures computer systems developed by contract vendors meet the information, confidentiality, and operational needs of the department
Leads and collaborates with systems consultants in the development, installation, and modification of computer systems; ensuring it meets the informational and operational needs of the department; and prepares narrative and statistical project status reports.
Performs systems analysis and design functions for highly complex applications for both centralized and distributed computer systems
Plans and allocate resources across different departmental initiatives related to information technology
Troubleshoots and corrects complex software malfunctions
Advises and trains City staff and other users on the integration of new hardware and software technologies for the implementation of city policies and business operations
Participates in the review of information technology (IT) specifications detailed in new requests for proposals, contracts and conferences, as required
Works with enterprise managers to re-design organization operations and apply information technology solutions to identify business needs
Guides the planning, design, and maintenance of networks to support information systems
Assists in overseeing the development, enhancement, and installation of Web applications for the City systems, as required

Qualifications
Nine (9) years of experience in the design and development of computerized systems, OR
Graduation from an accredited college with an Associate's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus seven (7) years of experience in the design and development of computerized systems, OR
Graduation from an accredited college or university with a Bachelor's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus five (5) years of experience in the design and development of computerized systems, OR
Graduation from an accredited college or university with a Master's degree or higher in Computer Sciences, Information Technology/Systems, or a directly related field, plus four (4) years of experience in the design and development of computerized systems
Preference will be given to candidates possessing the following:
Master's degree in computer science or a related field, plus four (4) years of experience in software development and/or programming.
